The water board proxies are very frustrating – and we write about them every year. Diana Hutson was 16 years old when she first complained that her father sexually abused her in 1993. She finally saw justice served Dec. 12, when Edward Scott Foster, 74, pleaded guilty to three charges of sexual battery involving a minor. The agreement will likely keep Foster imprisoned for life.
