No penalty for dogs

My husband and I have owned property on Navarre Beach for several years, we rent our condo to tourist during a part of the season.  We are very careful to explain to our guest dogs are not allowed on Navarre Beach.  However, while in Navarre for several weeks over the holidays, we saw at least five dogs and owners walking on the beach every day.  Other owners in our complex have discussed the increase, this year especially, and we are posting signs in our building’s common areas and beach walk over.  I’ve seen signs at most of the public walk over areas.

Fast forward two weeks later, I pulled up the one of the beach cameras today and saw four dogs and owners within a quarter mile of the pier.

On recent call to the sheriff’s office to report a dog and owner on the beach, our neighbor was asked, “Are they bothering anyone?”.  When we told no, the person answering the phone simply said, “Ok, thanks” without asking their location.

If we have an ordinance, what agency is enforcing?  Navarre beach is getting the reputation of being dog friendly with no penalty. Just asking, are there any “teeth” to this ordinance?
