Public input sought for RESTORE Act Multi-Year Implementation Plan Amendment #3
Santa Rosa County welcomes public input and review of the third proposed amendments to the Multi-Year Implementation Plan (MYIP) that was initially accepted by the U.S. Treasury’s Office of Gulf Coast Restoration in May 2017 and was first amended in September 2019. A second amendment was approved in 2021. A 45-day public review and comment period will be held before the third amended plan is submitted to the U.S. Department of the Treasury.

The RESTORE Act requires Santa Rosa County to create a MYIP. The County may periodically amend its plan as needed following public input and acceptance from the U.S. Department of the Treasury. Residents can view the proposed MYIP amendments at https://www.santarosa.fl.gov/765/Multi-Year-Implementation-Plan under Quick Links. Hard copies are also available for review from 8 a.m. – 4 p.m. in the Grants and Special Programs office located in Suite G at 6495 Caroline Street in Milton.

Residents may submit written comments online at www.santarosa.fl.gov/RESTOREComments, by emailing grants@santarosa.fl.gov or by mail to: Santa Rosa County BOCC, Attn: RESTORE Program Manager, 6495 Caroline St. Suite G,

NOTICE OF TAX FOR SCHOOL CAPITAL OUTLAY

The Santa Rosa County School District will soon consider a measure to continue to impose a 1.5 mill property tax for the capital outlay projects listed herein.

This tax is in addition to the School Board’s proposed tax of 3.9140 mills for operating expenses and is proposed solely at the discretion of the School Board.

THE PROPOSED COMBINED SCHOOL BOARD TAX INCREASE FOR BOTH OPERATING EXPENSES AND CAPITAL OUTLAY IS SHOWN IN THE ADJACENT NOTICE

The capital outlay tax will generate approximately $30,970,700 to be used for the following projects:

CONSTRUCTION AND REMODELING
Jay High – Joint project with Town of Jay – new tennis courts
Infrastructure for portable installation/relocation of portables
Modifications for the physically disabled
New north-end area high school
New Soundside High School
Purchase property for new educational and/or ancillary site(s)

MAINTENANCE, RENOVATION, AND REPAIR
Milton High – Auditorium renovations
HVAC/chillers/boilers/DDC controls installation/maintenance/repair/replacement
Land improvements (walkways, drainage, retention, irrigation, parking, fencing, etc.) at various sites
Miscellaneous maintenance, renovation, and repair at various sites
Painting/refinishing – interior & exterior at various sites
Renovation/repair from fire/hurricane/storm damage
Repair/replace flooring at various sites
Repairs/renovations/modifications/demolition for safety and/or security
Repair/replace/install fire alarm/backflow/fire suppression systems
Repair/replace/install water lines
Repair/replace/install intercom systems
Repair/replace/upgrade roofing systems
Repair/replace/upgrade/install technological infrastructure

Purchase of 10 school buses

NOTICE OF PROPOSED TAX INCREASE

The Santa Rosa County School District will soon consider a measure to increase
its property tax levy.

Last year’s property tax levy:

B. Less tax reductions due to Value Adjustment Board
and other assessment changes……………………………… $ 266,524
C. Actual property tax levy……………………………………… $ 107,479,508
This year’s proposed tax levy…………………………………… $ 116,441,227
A portion of the tax levy is required under state law in order for the school board to receive $204,881,766 in state education grants.
The required portion has increased by 4.63 percent, and represents approximately sixth tenths of the proposed taxes.
The remainder of the taxes is proposed solely at the discretion of the school board.
All concerned citizens are invited to a public hearing on the tax increase to be held on July 29, 2025 @ 5:30 p.m. at Woodlawn Beach Middle School Cafeteria, 1500 Woodlawn Way, Gulf Breeze, Florida.
A DECISION on the proposed tax increase and the budget will be made at this hearing.
