On Wednesday, Feb. 17, Jay Ellis Moore, 19, of Deer Lane in Navarre was arrested for stalking by willfully and repeatedly following and harassing two women while they were driving. A police-assist call came through dispatch in which two women said they were being followed by a blue car.
