New water system president pushing big plans for future
During peak summer tourism months, hundreds of thousands of gallons of effluent is discharged daily into Santa Rosa Sound from the Navarre Beach Utilities treatment plant. Daryl Lynchard, president of Holley-Navarre Water System (HNWS), has a plan to stop it.
