NOTICE OF CHANGE OF LAND USE
AND INTENT TO CONSIDER AN ORDINANCE
The Santa Rosa County Zoning Board and Board of County Commissioners will conduct public hearings to consider the adoption of an ordinance repealing and replacing the Santa Rosa County Land Development Code. The hearings are scheduled as follows:
Zoning Board (to consider and make a recommendation on the proposals):
Monday, April 10, 2023 at 6:00 p.m.
Board of County Commissioners (to consider adoption of the ordinance):
Monday, May 8, 2023 at 9:00 a.m.
The Zoning Board meeting and the Board of County Commissioners meeting will be held at the Santa Rosa County Administrative Center in the Board Meeting Room, 6495 Caroline Street, Milton, Florida. At the public hearings, the Zoning Board and Board of County Commissioners shall consider the ordinances entitled:

AN ORDINANCE RELATING TO SANTA ROSA COUNTY, FLORIDA; REPEALING AND REPLACING ORDINANCE NO. 21-13 AS AMENDED AND REPEALING AND REPLACING APPENDIX C TO VOLUME II OF THE SANTA ROSA COUNTY CODE OF ORDINANCES; PROVIDING FOR GENERAL PROVISIONS; PROVIDING DEFINITIONS; PROVIDING FOR ZONING DISTRICTS AND USES; PROVIDING FOR FLOODPLAIN MANAGEMENT AND RESOURCE PROTECTION; PROVIDING FOR DESIGN AND DEVELOPMENT STANDARDS, INCLUDING THOSE RELATED TO SUBDIVISION STANDARDS AND SITE PLANS, STORMWATER MANAGEMENT, PARKING REQUIREMENTS, SIGN REQUIREMENTS, AND LAND CLEARING; PROVIDING STANDARDS FOR SPECIAL SITUATIONS SUCH AS ACCESSORY STRUCTURES, SPECIAL EXCEPTIONS, AND CONDITIONAL USES; PROVIDING FOR CONCURRENCY MANAGEMENT AND INFRASTRUCTURE IMPROVEMENT REQUIREMENTS; PROVIDING FOR SPECIAL OVERLAY DISTRICTS; PROVIDING FOR AIRPORT ENVIRONS; PROVIDING FOR VARIATIONS FROM CERTAIN LAND DEVELOPMENT CODE PROVISIONS UNDER CERTAIN SPECIAL CIRCUMSTANCES; PROVIDING FOR DECISION MAKING AND ADMINISTRATIVE BODIES; PROVIDING FOR PROCEDURES RELATED TO THE APPLICATION, REVIEW, AND FINAL DETERMINATION WITH RESPECT TO APPLICATIONS FOR LAND DEVELOPMENT APPROVALS; PROVIDING FOR CODIFICATION; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE.
The proposed ordinance may be inspected by the public prior to the above scheduled meetings at the Santa Rosa County Planning Department, 6051 Old Bagdad Highway,
Milton, Florida. The agenda and backup documentation will be available via the Meetings & Agendas Page of the County’s website at
www.santarosa.fl.gov approximately 1 week prior to each scheduled meeting. Interested parties may appear at the meetings and be heard with respect to this proposed ordinance. All interested parties should take notice that if they decide to appeal any decision made by the Santa Rosa County Board of County Commissioners with respect to any matter coming before said Board at said meeting, it is their individual responsibility to insure that a record of proceedings they are appealing exists and for such purpose they will need to insure that a verbatim record of the proceedings is made, which record shall include the testimony and the evidence upon which their appeal is to be based.

NAVARRE BEACH FIRE RESCUE DISTRICT
RESOLUTION #0001-22 - IMPACT FEES
Navarre Beach Fire Rescue District’s (“District”) Board of Fire Commissioners passed and adopted Resolution #0001-22 on February 14, 2023 for Impact Fees to be collected on all new residential and non-residential structures within the District. The Impact Fees will be used to pay for the cost of new facilities and equipment, the need for which is in whole or in part the result of new construction. The Impact Fees collected will be kept separate from other revenues of the District and must be used exclusively to acquire, purchase, or construct new facilities or portions thereof needed to provide fire protection and emergency services to new construction.
New facilities means land, buildings, and capital equipment, including, but not limited to, fire and emergency vehicles, radiotelemetry equipment, and other firefighting or rescue equipment.
New residential and non-residential structures within the District are required to submit an Impact Fee Application and pay an Impact Fee prior to obtaining a building permit. The Impact Fees are as follows:
Residential Structure: $500.00 per unit
Non-Residential Structure: $0.41 per square feet
Residential Structure – shall be defined as a single family detached houses, mobile homes, and multi-family dwelling units which are designed for occupancy by a single family and not customarily offered for rent and accessory buildings, in excess of 1200 sq. ft., constructed on the site with a Residential Structure.
Non-Residential Structure – shall be defined as any building intended for occupancy by a business operation including, but not limited to, retail, office, professional services, banking, hotel/motel, warehouses, restaurants, fast food, personal services, industrial and healthcare services. Also, included are apartments and condominiums for rent.
(Note: Square Foot means total square footage (TSF). Calculated by length times width of each floor then totaling the square footage of each floor for a TSF.
