RESOLUTION

WHEREAS, the School Board of Santa Rosa County, Florida, herein referred to as the “Board” has previously considered the matter of changing the boundaries of the five District School Board Members Residence Areas pursuant to Florida Statutes 1001.36 of the 2021 Florida Statutes, as amended, and

WHEREAS, for the purpose of electing district school board members, each district shall be divided into at least five district school board member residence areas, which shall be numbered one to five, inclusive, and which shall, as nearly as practicable, be equal in population.

WHEREAS, such changes in boundaries shall be shown by resolutions spread upon the minutes of the district school board, shall be recorded in the office of the clerk of the circuit court, and shall be published at least once in a newspaper published in the district within 30 days after the adoption of the resolution, and a certified copy of this resolution shall be transmitted to the Department of State.

WHEREAS, the Board has directed the Superintendent to furnish them with updated information as to the population within the District School Board Member Residence Areas as the same are now established and to further furnish various proposals for changing the boundaries of the said five District School Board Member Residence Areas so as to place in each district, as nearly as practicable, the same population, and

WHEREAS, the Board at its regular meeting on December 9, 2021 upon motion made by Elizabeth Hewey and seconded by Charles Elliott, did unanimously vote to change the boundaries of the five District School Board Member Residence Areas in accordance with the motion as furnished to the Board,

NOW, THEREFORE, be it resolved, as follows:

That the boundaries of the five District School Board Member Residence Areas shall be and the same are hereby changed as follows:

Santa Rosa County School District 1

Begin at the southeast corner of section 25-1S-28, thence continue west along the south line of section 25-1S-28 and section 24-1S-28 to the mid point of the south line of section 24-1S-28, thence north to the center point of section 24-1S-28, thence west to Garcon Point Rd.  Proceed SW on Garcon Point Road to Avalon Boulevard, thence N on Avalon Boulevard to the CSX Transportation System, Inc. Railroad. Follow the railroad NE to Pond Creek, thence follow meanderings of Pond Creek northwesterly to Hamilton Bridge Road.  Proceed easterly on Hamilton Bridge Rd to a point approximately 1415 feet southeast of the intersection of Windham Rd with Hamilton Bridge Rd, to the electrical utility right-of-way (just south of 5356 Hamilton Bridge Rd), thence northeast along the electrical utility right-of-way to Berryhill Rd.  Thence southeast along Berryhill Rd to Meadowlark Ln, thence north along Meadowlark Ln approximately 100 feet to the electrical utility right-of-way.  Continue northeasterly along the electrical utility right-of-way to Dogwood Dr, thence N on Dogwood Drive to Highway 87 N, continue north to Langley St, thence E to the boundary of NAS Whiting Field.  Follow the boundary northerly and then easterly to Whiting Field Cir, at the point where Whiting Field Cir turns east, on the eastern side of Whiting Field.  Follow Whiting Field Cir to Rupert Orso Dr, thence south to the Whiting Field boundary, thence south along the Whiting Field boundary to Langley St.  Thence E along Langley St to Marty Martin Way, thence along Marty Martin Way to Marlette Dr, thence E to Whiting Field Cir, thence N to Steel Bridge Rd, thence N to the north line of section 31-3N-27, thence E along said line to Big Coldwater Creek.  Follow southerly along Big Coldwater Creek to Blackwater River, thence SW along Blackwater River to a Division of Forestry trail near the West line of section 21-2N-27.  Follow the Division of Forestry trail south to Jeff Ates Rd, thence S along Jeff Ates Rd to Highway 90 thence E-NE on Hwy 90 to S A Jones Rd.  Proceed southerly along S A Jones Rd to Bodega Dr, thence S to Jeno Rd, thence E to Short Tr, thence N to Bernice Rd, thence E to the East line of Section 06-1N-26. Proceed S along said line and the East line of Section 07-1N-26 to Yellow River.  Thence follow the meanderings of Yellow River southwesterly to Highway 87 S, thence south on Highway 87 S to East River.  Proceed along the north shoreline of East River to East Bay, thence follow shoreline of East Bay and Blackwater Bay northerly to Interstate 10.  Southwesterly along Interstate 10 to the E shoreline of Blackwater Bay, follow said shoreline southerly to the point of beginning.

Santa Rosa County School District 2

Begin at the point where Yellow River intersects with the Santa Rosa County/Okaloosa County boundary line.  Proceed SW along the meanderings of Yellow River to the west line of section 08-1N-26.  Proceed N on said line and continue N along the west line of section 05-1N-26 to Bernice Rd.  Thence W along Bernice Rd to Short Tr, thence S to Jeno Rd, thence W to Bodega Dr, thence N to S A Jones Rd.  Follow S A Jones Rd northerly to Highway 90.  Thence W/SW along Highway 90 to Jeff Ates Rd, thence N along Jeff Ates Rd to the end of said road, thence continue N on a Division of Forestry trail to Blackwater River.  Thence NE along Blackwater River to Big Coldwater Creek, thence N along said creek to the north section line of 31-3N-27.  Proceed W along the section line to Steel Bridge Rd, thence south along Steel Bridge Rd to Whiting Field Cir.  Continue S on Whiting Field Cir to Marlette Dr.  Thence W on Marlette Dr to Marty Martin Way.  Thence N and W along Marty Martin Way to Langley St.  Thence W to the boundary of Whiting Field, thence N to Rupert Orso Dr.  Continue N to Whiting Field Cir.  Proceed W on Whiting Field Cir to the point where said road turns north, thence proceed west to the boundary of NAS Whiting Field, then proceed N then westerly and southerly along the boundary to Langley Street.  Proceed W on Langley Street to Highway 87 N, thence S on Hwy 87 N to Dogwood Dr, thence S along Dogwood Dr to the electrical utility right-of-way(approximately 870 feet south of Chestnut St) thence SW along the electrical utility right-of-way, to Meadowlark Ln, thence S to Berryhill Rd, thence NW along Berryhill Rd(approximately 80 feet to the electrical utility right-of-way. Santa Rosa County School District 5

Begin at a point where Williams Creek enters Santa Rosa Sound. Proceed N along Williams Creek to Highway 98 (Navarre Parkway).  Proceed W along Hwy 98 to Edgewood Drive, thence N on Edgewood Drive to Redfield St, thence E on Redfield St to Sherwood Dr, thence N along Sherwood Dr to the point where Sherwood Dr curves to the west, to the electrical utility right-of-way.  Proceed N along the electrical utility right-of-way to East Bay Blvd, thence E to Tom King Bayou.  Proceed N along the bayou to East Bay.  Follow shoreline of the peninsula W, then S, then E to the point of beginning.

Pursuant to Florida Statute 1001.36 of the 2021 Florida Statutes, as amended, the above change which would affect the residence qualifications of any incumbent member shall not disqualify such incumbent member during the term for which they are elected.

A copy of this resolution shall be spread upon the minutes of the Board, recorded in the office of the Clerk of the Circuit Court of Santa Rosa County, Florida, and a copy shall be published one time in a newspaper published within the district within 30 days after adoption of this resolution, and a certified copy shall be transmitted to the Department of the State.

I, Dr. Karen R. Barber, the undersigned Superintendent of Schools and Ex Officio Secretary of The School Board of Santa Rosa County, Florida (Board), DO HEREBY CERTIFY as follows:

Attached hereto is a copy of A RESOLUTION OF THE SCHOOL BOARD OF SANTA ROSA COUNTY, FLORIDA, CHANGING THE BOUNDARIES OF THE SCHOOL BOARD MEMBER RESIDENCE AREAS; PROVIDING FOR SPREADING UPON THE MINUTES, RECORDING, PUBLICATION, AND TRANSMISSION; AND PROVIDING AN EFFECTIVE DATE, adopted at a meeting of The School Board of Santa Rosa County, Florida, duly called and held on December 9, 2021, at which meeting a quorum was present and acting throughout, which resolution has been compared by me with the original thereof as recorded in the Minute Book of said Board and that said Resolution is a true, complete, and correct copy thereof, and said Resolution has been duly adopted and has not been further modified, amended, or repealed, and is in full force and effect on and as of the date hereof in the form attached to this Certificate.
