Volunteers of animal advocacy group A HOPE celebrated a victory Dec. 12 after county commissioners gave them the thumbs-up to open a low-cost spay and neuter clinic. The nonprofit was seeking a conditional use to allow it to build a low-cost spay and neuter clinic in Milton on a 25-acre parcel off Pine Blossom Road.
