An Okaloosa County couple was arrested on Thursday in the Navarre Walmart parking lot for child neglect.
The arrest reports state Santa Rosa Sheriff’s deputies responded to the parking lot for a suspicious person call. They found Christopher and Allie Fowler leaning against their vehicle, head facing the sky and seemingly unresponsive. Allie was passed out leaning against Christopher.
The deputy suspected Christopher to be under the influence because of his slurred speech and glassy eyes. While speaking with Christopher, another deputy discovered a pit bull in the back of the car and a three-week old infant.
Deputies were notified by dispatch that the car had been in Okaloosa County earlier and a similar call was placed of a suspicious person. Okaloosa deputies responded but the car had left the scene.
When emergency workers checked on the infant, they found the child to be dirty and in a heavily soiled diaper. When they changed the diaper, they found dried fecal matter in the soiled diaper.
Both Christopher and Allie were arrested on charges of child neglect.
