The lease fees collected by a developer from the owners of 14 Sugar Dunes condominium units since the late 1980s, but never paid to Santa Rosa County as normally required, total more than $180,000.
The Sugar Dunes homeowners association’s property manager, Tammy Pahal-Morgan, said she learned of the discrepancy soon after being hired in 2014.
“The treasurer raised the question with me,” she said. “I started looking into it and I don’t see why the association owes the developer lease fees when he has no connection with us anymore.”
The developer, Phil Babiak, who confirmed to a reporter that he has been collecting the lease fees, handed over management of the condominium to the owners association in 1987, according to Pahal-Morgan.
