New water system president pushing big plans

During peak summer tourism months, hundreds of thousands of gallons of effluent is discharged daily into Santa Rosa Sound from the Navarre Beach Utilities treatment plant. Daryl Lynchard, president of Holley-Navarre Water System (HNWS), has a plan to stop it.

Lynchard, who was elected Jan. 27 to lead the HNWS board, envisions major changes for the local utility, including possible acquisition of Navarre Beach Utilities and future development into a regional utilities authority.

Lynchard has a passion for transparent, honest government. Toward that end, he wants HNWS to one day become a governmental authority, like Escambia County Utilities Authority.
