According to a Santa Rosa Sheriff’s Office report, an investigation opened in November 2016 led to the July 25 arrest of James Raymond Armstrong on five counts of different sexual crimes.
The 62-year-old retired Milton resident was charged with one count of sexual battery on a victim under 12 by an offender over 18; one count of lewd and lascivious molestation on a victim under 12 by an offender over 18; two counts of lewd and lascivious exhibition to a victim less than 16 by an offender over 18; and one count of battery of a child by throwing, tossing, projecting or expelling certain fluids.
The investigation began when one of the alleged victims was taken to the Santa Rosa Kid’s House, where the victim told police that Armstrong had sexually abused them. The report indicated that the abuse continued until the victim reached the age of maturity in 1998.
The police report also alleged that Armstrong perpetrated sexual crimes on more than one victim, including as recently as November 2016.
Armstrong is currently being held at Santa Rosa County Jail.
