A Navarre man charged Dec. 8 for two counts of lewd and lascivious behavior involving a minor was arrested Jan. 6 after violating a condition of his release. Jace Kohl Taylor-Lockard, 18, is now being held without bond at Santa Rosa County Jail until a March 3 appearance before Circuit Judge John Miller.
Lockard, of the 6500 block of Fern Street, had posted $40,000 bond for his Dec. 11 release. A Jan. 6 police report states he was considered a high-risk offender and required to properly maintain and charge a GPS monitoring device, which lost power Dec. 19 for roughly one hour after not being fully charged. Subsequently, a warrant was issued for his arrest.
