Greeting cards gambit backfires in smuggling charges

Greeting cards packed with drugs and jail tapes uncovered a conspiracy between an inmate and a Navarre woman on the outside to allegedly smuggle opioids into Santa Rosa County Jail.

Investigators say Joanie Rager coordinated with Brandi Russell, 43, of Navarre while the two were both in jail last year.

Sgt. Rich Aloy is the public information officer for Santa Rosa County Sheriff’s Office. Aloy said the sheriff’s office works hard to stop banned items from finding their way in to inmates.
