Kirk served as Florida's governor from 1967 - 1971. He died yesterday, Sept. 28.
Gov. Rick Scott ordered that all United States flags be flown at half-staff from sunrise to sunset at all state-owned buildings, and all courthouses and city halls throughout Florida.
Kirk will lie in state at the Historic Capitol Building tomorrow, Sept. 30
