Joy Tsubooka is no stranger to disasters.
Before working at the public information officer for Santa Rosa County, Tsubooka gained first-hand experience working in the public relations office in Escambia County. There, she participated in formal crisis/disaster communication, especially when hurricanes Ivan and Dennis struck in 2004 and 2005, respectively.
