Facing the homeless problem

At 28 years old, Billy Price looks far older than he is.

With his leathered skin, tattered clothes and signature dread-locks, he has become one of Navarre’s most infamous residents, even though he is officially homeless.

Some people – including several county officials – are looking to relocate Price, who, as it stands, has set up camp on some of the county’s most prized property on Navarre Beach.
