The Santa Rosa County Sheriff’s Office issued an arrest warrant for Toni Phelps in conjunction with the discovery of six dead animals at 1675 Winding Shore Drive.
Sgt. Scott Haines, Sheriff's Office public information officer, said that Phelps was not home when deputies went to her residence. He then made contact her by phone and she said she would turn herself in between 4 and 5 p.m. today.
