Fee simple titles complicated by Navarre pass amendment

County commissioners from Escambia and Santa Rosa joined forces to lobby the United States Senate, specifically Senator Bill Nelson, over a controversial amendment added to House Resolution 2954, Public Access and Lands Improvement Act that would prohibit the construction of a pass or channel through Santa Rosa Island.

“Barrier islands are not fixed, they move. When you try to maintain a fixed channel in an island that’s moving, you end up with a problem. There are always consequences, sometimes unintended,” Dan Brown, superintendent of the Gulf Islands National Seashore said. “Robert Hawkins said in the baseball game of the environment, nature always bats last and she always bats 1000.”
